...the carefully administered bureaucracy involved with adopting a child and the willy-nilly anyone can have an entire brood of children thing? I do not mean to imply that there should be a breech of civil liberties wrt having children. I simply find it odd that it's so easy for any person, no matter how unfit, drugged out, etc. to have a baby, but people who are obviously loving, caring people must wait forever and go through hell to adopt a baby.
So -- how do you feel about the differences?

For perspective's sake, I'd also like to add that the animal control bureau carefully screens each perspective pet owner before they allow the person to take the pet home. Heck - in some places, they even come to check out your home to make sure it's pet-friendly.
