We have an empty finished basement that we were thinking of using to blow up a jumper.

As long as it is big enough and causes no threat to the users, of course. <3

Think about the ceiling limitations. I think that there are probably a lot of reasons why it wouldn't be a good idea but... the thing that I would worry about most is: will the inflated jumper exceed the basement size limitations -- causing the jumper to pop and lose air and ultimately injuring the jumpers.

Do you have a high ceiling in your basement? If there's space then why not, but I think I'd test it outside first and see how high your kids jump (I'm assuming it's one of those things that kids jump on) - even if the jumper has its own 'ceiling' they could jump higher than that and hit their heads on beams or whatever is above them. If it doesn't have sides and you padded the floor and walls and they were perfectly safe they'd have a great place to burn off energy - especially if you live where it's cold in the winter when they can't play outside.

I would have to say no, unless you have a VERY large basement. The small ones are 12-15 feet tall and are about
12'x12'. Most of the basements I know of are not that large.
It would be fun though.
