All of the statutory laws, and most of the procedural rules, are all avialable online for anyone to read. Even much of the case-law on various issues can be found online.

The problem is knowing how to interpret and apply these laws and rules to a given situation. That's the skill of lawyering. Law schooll doesn't teach people the laws. It teaches them how to find the laws, then read the laws and figure out how they are applied.
