I think it depends on the shape of their head and if their ears stick out. Many women's beauty is accentuated by their hair though. Look up pictures of Natalie Portman in V for Vendetta I think, and maybe Susan Powter.

In the first Star Trek movie, one of the actresses (think she was an Asian Indian) had shaved her head for the role, and she looked stunning----it really showed off the beauty of her features.
But I think most of us would have to have really striking looks, OR considerable "in-your-face-OF-COURSE-I'M-HOT!" confidence to be able to carry it off.
