A person born with the "opposite sex's genitals", or to put it better, who has mixed sex characteristics, is an intersexed individual. 'Hermaphrodite' is a more antiquated term, but 'intersexed' is the best right now.

People who change their sex through surgery and hormones are called 'transsexuals'- not to be confused with 'transgenders', who are individuals who present mixed/opposite gender but do not intend to physically alter their bodies.

I think for your first question, you may have meant to ask..what do you call a person with ambiguous genitalia. In that case, the answer would be "hermaphrodite".

People who change genders through surgery are called transsexuals or transgendered.

people aren't born with the opposite sex's genitals. They are born with their own. People cannot change their sex through surgery. They can be mutilated surgically so they resemble the opposite sex but these operations sterilize the person so they are technically of neither sex.

Do you mean with both genitals in place and only one are use able? That is a hermaphrodite

do you mean both sexes at once? that would be a hermaphrodite, and you address a person after gender reassignment as whatever sex they are then, even birth certificates are changed to match their corrected gender.
