I would just take bagies put some rice , beans or sand in them tie off and cover with pretty colored paper , tie on the ballons !

Consider lead weights used by fishermen to weigh down their fishing lines. Use a length of fishing line, tie around the end of the balloon, and suspend the weight from the line. These weights come in varying sizes and just clamp on to the line. Use more than one on each balloon if needed.

WOW ! Look at all the great ideas you got here!

I made my last ones with a can of soda wrapped in cool paper. At the end of the party I told the teens to take the cans & balloons with them and they got a soda to drink and helped me get rid of the balloons !! It was a win win situation.

I decorate for parties sometimes, and we use oranges wrapped in tissue paper or foil paper. Then we just tie the balloons to it and trim with lots of curled ribbons to make a nice centerpiece.

Go to a craft store.... buy plaster of paris and some molds that the teen likes... they have things like flowers and bears, all sorts of stuff... when they're dry, paint them anyway you want to... tie the balloon string around them... and there you go. One carton of plaster will make more than 25 too.

Use a washer and a paper cup for each balloon. Cut a small slit in the bottom of the cup, thread the string through, and tie it to the washer.

If you use party cups it is ever more festive. Using a cup will allow it to sit flat on a surface.

Get a bag of cellophane bags in the color of your party theme (usually like 20 in a pack for under $5)... fill them with rice or flour, and tie coordinating ribbon to close the bags so they spill over.
