Yes...its Moh hardness of approx 7.5 enables it to cut glass of hardness below 5...but not as easily as a diamond.
But I suggest you NOT try this...most emeralds are full of flaws and cleavage planes, making them brittle...you might easily chip the stone.

Emeralds are a type of the mineral Beryl. It has a hardness of 7.5 on the 10 point Mohs scale of hardness. However, this Mohs rating can decrease, depending on the number and severity of inclusions in a particular stone.
Window glass has hardness of 5.5 on Moh's scale. So the Beryl or emerald if pure enough could definitely scratch the glass.

no emeralds are too soft to cut glass if you wish to understand more about rocks and menials go to your library and find a book on rock but it must be above grammar school level

Since they are cheaper than diamonds and no one uses them to cut glass with, it's safe to assume that they can't.

Yes. Emeralds, rubies, sapphires, etc are all harder than glass.
