We know of Brazil, but a lot of the caribbean countries do it as well,

Carnival is a feast at which meat is eaten. All countries hold feasts, to celebrate anniversaries of great events, to remember individuals. Do you mean the supposed Christian carnival of Mardi Gras, famous in New Orleans for girls flashing their breasts at all and sundry, in the name of the little baby Jesus?
Diwali in Lahore is the greatest festival I have had the privilege to attend, although the Hadj was an amazing experience.

The most famous carnivals I know are celebrated in Brazil and in Venice (Italy), both in February.

Minor ones are all over and at diffrent times of the year and go by diffrent names.
