Yes he did.
The American media or the intellectuals will never accept this fact as this disproves their theory - that given an option everyone on the planet will choose a free-market, socailly liberal, sexually non-restrictive, democratic society that exists today. The "primal" (not primary) needs of people in different places are different and until the policy makers of United States understands this fact their foreign policies are going to be blunders.
True Saddam was a dictator. He was egomaniacal and ruthlessly suppressed every voice of dissent. But he was successful in keeping a more dangerous force under control - Islamic fanaticism. Saddam led the Baath Party which was largely secular - some of his cabinet member were Christians. They did not implement the Sharia law that required different treatmet towards women.
Now that we have a "democractic" government in Iraq, we'll soon see Sharia being implemented and people's hands being cut off for petty thefts.

King Husein of Jordan was threatened by so-called Palestinian terrorists, so he killed them. This was the famous "Black September" of 1970.
