You are the entire HR department or you just work there? If there are others, they must take your complaint seriously or risk legal action.
Make sure you document clearly every single episode (you have been doing this, right?) including time and date and other witnesses.
You are correct that no one has to endure this in the workplace. It sounds like sexual harassment as well. Your company employs this contractor, so they are liable for his behavior as well as the individual.
If your company continues to do nothing, go get a good lawyer and make this stop immediately! You deserve it!

I'm in no way condoning this mans behavior the question is have you ever been rude to him in the past? For someone to call you a stinky c*** over the phone is pretty harsh and my question is first and foremost why?
If you've done absolutely nothing whatsoever to antagonize this man document every phone call you have with him in any way possible. A recording of the calls would be perfect and this can be done in many easy ways. if that isn't possible document your conversations on paper. or have another respected employee listen in on the line as witness
The behavior hes displaying sounds like someone who is responding to another persons rotten behavior. This does not mean to insinuate its your rotten behavior. Maybe he's overly sensitive maybe he's mentally ill. However there is no excuse for him to speak to you in that manner unless you've spoken to him similarly. It sounds like you havent SO
Be sure to keep yourself calm and in control when dealing with him that way he has absolutely nothing to use against you. Document these calls and present them to your boss. if your boss refuses to do anything about them go from there. legal action may be your solution. Weigh the pros and cons regardless of what you decide DO NOT put up with this mans behavior.

First, document every single time it happens. Keep a harrassment diary. Also record into it every time that you report this to your bosses and what if any actions they take. Then, if it keeps up, you may have to get more firm with the boss and demand action be taken or consult a lawyer.
You may want to consult a lawyer to find out exactly how you should document all of this as well.

First, I commend you for continueing to be perfessional in your work space. I would go to your bosses and advise them this person has gone over the line and you need them to take action with this person. Another line of action is the department of labor, how much they will do is questionable. Also, another step is to file assault charges against the contractor. If you take this step make sure you have documented every recourse that you have taken to stop this action, and make sure you have cya on dates times and words when it has occurred. If you have any witnessess make sure to get them to document also.. Also, before you take legal action, make sure to let your boss know the direction you are heading due to their lack of professionalism and securtiy for you. You are the bigger person for not losing your cool..

There is no place for such behavior in the work place. Document it and document what your bosses do, or don't do, about it. The bosses could lose their jobs too. Go over their heads if you have to, but do it all officially, with standard procedures and paperwork. Keep copies of everything.

Yes, this constitutes harassment. Talk to your supervisor about the incidences. Maybe even try to tape record some of them for proof. If the company refuses to take any action on your behalf, talk to a lawyer about suing the entire company. They are obligated to uphold a safe and harassment free environment for all of their employees.

I would send a company wide email letting everyone know what he said. maybe if he is embarrased he'll get a grip. Also you can file a formal complaint to his supervisor, thats really the proper way to handle it...like like the embarrasing way better though because i'm a B*&CH like that!

I would write a letter to him concerning it that quotes what he said to you. Ask him why he is rude and demeaning and ask in the letter what you can do to help him be less rude. Make a copy of the letter and make your supervisor aware that your writing it.
Keep a copy on file. Ask for a response.
Many times when people see their words on paper they have a stark realization of how rude they sound.
