If your intimate with him....then a great gift from almost any guys perspective is if you buy yourself sexy underwear and wear it for him.
Another direction you can go is a book for a book reader.
If he is into video games....any of last years playstation games can be purchased in that bracket.
If he is a movie guy....buy him a movie that was released last year.
Another good way to go is a Best Buy gift card. Most guys I know love Best Buy Gift Cards.
So overall I would vote for sexy underwear for you to wear for him.....or a best buy Gift Card.

It depends upon what he likes. If he's a music or movie lover, how about (a) a new CD or DVD, (b) a gift certificate to an electronics store, or (c) a gift card to iTunes? Or maybe you can go to a used record store and find something out of print or rare.
Then, there's always the homemade stuff. If your boyfriend is a romantic, think about making him a photo album with your favorite pics of you.
Is he over 21? Then consider a bottle of wine or his favorite hard liquor.
Are you intimate? How about buying a nice piece of lingrie for yourself (I know it can run more than 20 bucks, but you can keep it) and surprising him at his door wearing nothing but a raincoat, high heels, and the lingerie?

How about a gift card to Starbucks and a wallet. You can put the gift card into the wallet along with your picture. You can find wallets under $10 at Old Navy and maybe Wal-Mart. Then he can take you to get coffee sometime!

If you have a Steve and Barrys around get him a nice sweater to rep his school or maybe some nice sweats! Everything is cheat there and the quality is good too!

Get him things he could use...
If he likes to cook, it could be a new pan, cooking tools or some new dishes.
A CD that he likes, or the DVD of a movie that you two have seen together.
I am getting my bf a couple of new blankets to replace his old raggedy ones.
