No. The Pac 10, Big East, and Big Ten are decided by the best record during the season with in the conference. The SEC, ACC, Big 12, MAC all have championship games. The general rule of thumb is if a conference has 12 teams in it, then there are two divisions, resulting in a championship game. Less than 12 (Pac 10, Big East, and Big Ten (which has 11 teams)) no championship game. That being said, the championship of the Pac 10 will probably be decided when Cal and USC square off.

No...Pac 10 Champ is based on win/loss records only. Big12, SEC, and ACC have championship games...maybe the MAC also.

There is no reason for it anymore since all teams play each other now. In the past it was like the big 10 - were every year it seems like to of the best teams don't play each other - Wisconsins - OSU this year.
