No, a hydrogen bomb implies a fusion bomb. Even though fission is use to ignite the hydrogen, it is still a fusion bomb.

The hydrogen bomb makes use of both fussion and fission. A U-235 fission event is used to generate the high temperature and pressure required for the fusion. A bomb which uses only fission isn't a hydrogen bomb, it is a uranium or plutonium bomb.
