Go to your local state franchise board and apply for a resale license. This lets you take other people products (like clothes), or parts of products (say jewelry supplies for your new line of necklaces), and sell them as your own. DON'T say you are going to make tons of money your first year or they will make you pay a deposit on your future taxes. And have a short list of your suppliers. And yes, you have to do this even if you make your own clothes because you need to buy the fabric, notions, etc to make your product. Take advantage of the discount given by suppliers because you are now *in the trade*. :)

If you are planing on selling from home or going to peoples homes to show your merchandise you don't need any type of permit. If you are opening a shop and renting a space and stuff then you'll have to follow the business guidelines in effect were you live.
