What i f a creat a web site somebody else has is that fine or do i need to contact some placeses in order to creat it?

I don't fully understand your question but I'm going to
take a few picks and pokes at it.
If you mean that you want to create a website that
someone else has thought of already but you think
you can make it better, and you're wondering if you
should contant them to ask if you can create one
then your answer is no.
As long as you follow these guidelines:
Your website Cannot use content from the website you
wish to mimmic. Using their material will be in violation of
copyright laws (if their website is protected by copyright laws.
You can usualy check the bottom of their page to see if their
website is copyrighted)
Your website cannot gather information from their website
unless they specificly say that you can do so with a certian
type of content. RSS Feeds are usualy created for this purpose
and allow you to use the content as you please.
So basicly, if you don't use any of their stuff then you should
be fine.

If you would like to create a web site you are allowed to have the same type of info on your site but you can not call it that same as some other site. If you would then any company/person can go after you for copywrite reasons.

If the content has copyright then you may need to ask permission or just put the copyright into your html code to say where it is from, to be honest, I don't think they would notice most code, but if you copy html exact then they would. If on the website or in the html code there is no mention of copyright your fine.

Well you are not allowed to create say yahoo.com but you could create a search engine and call it mesearch.com

You can't create two sites with the same name. e.g: You can't create another microsoft.com!
