If it is latex paint, you should be able to scratch them off with your fingernails or even a hot, wet washcloth.

If it's enamel, try mineral spirits.

most of the time you can use thinner or paint remover, Depending on how long it's been there and what kind of surface the tile is. let me know.

try scraping with your fingernails...otherwise go to a paint store and buy some Goof off.
