Northern Minne-snow-da (Bemidji)
It is landlocked and the furthest north of the continental US
I've never not had a white Christmas even living in the southern half of the state. It usually snows on Christmas morning too!

I would venture to guess Buffalo, NY or the Twin Cities(Minneapolis, St. Paul.) I am assuming your are asking for larger cities. I am from Chicago and it is hit or miss. Some years we get snow other years nothing. Green Bay, WI might be another place that see snow more often than not for Christmas. I hope this helps.

Buffalo, New York! They get a lot of lake-effect snow off of the Great lakes.
Of course, there is the entire state of Alaska as well.

Alaskan cities have white Christmases, if you go to the southern half, outside anchorage there is a famous ski/snowboarding mountain called alyeska.
