It depends on who she talks to, but the problem with chat networks is you don't know. I used university on-line chatting over ten years ago, and even then there were weirdos, but there are dangers in everything.
Most parents would object to most of the content on bebo and similar social networking sites, but few do anything about it. I saw much worse stuff in magazines when I was a kid. But any decent child security software should block bebo. (and yes, thirteen is a child)
I think parents should do more to talk to their kids. Unwanted pregnancy, teenage smoking, drugs, and all that were already on the rise before the Internet became popular. It's the breakup of the family, and the breakdown in communication between generations.
I wanted my privacy as a teenager, and its good to have some quiet time to think, but I'd not give a kid their own unmonitored phone line/Internet line or let them lock the door with another teenager in the room.
If you're worried about a website (or a friend or a behavior) have a talk with your daughter about it. Check out the websites and people together. Every day? Doesn't she have homework, hobbies, etc?
And don't fall for any of that "but my friends" nonsense. And the same goes to anyone who has a son.

not without adult supervision! be aware of what chat rooms she visits. There are also parental controls to block some sites. Remember all the perverts out there. Be sure she knows that everyone on chat sites are not necessarily telling the truth, and she should NEVER arrange to meet them anywhere- except after a long time, maybe with a parent along.

I wouldnt let my kids do it, but i'm only 21 and have no children. There are a lot of pervs online I would try to keep her as clear as possible
