capacitor is a energy storing device( in electric field)
and the stored energy will be there for a long time as a field between the plates of the capacitor unless there is a closed circuit involving the legs of the capacitor.

even in a small capacitor, a lot of energy can be stored which when discharges through a hima being may prove to be fatal. even in low resistance or impedance circuits, this discharge may result in unwanted behaviours in the circuits. every time when a capacitor is connected into a circuit, care is taken so as to discharge the energy in it so as to make it function as a new one without any stored energy. and the discharging is done by shorting, that is connecting the legs of the capacitor.

If you connect the legs of a charged capacitor it will discharge!!

Connect a short across the capacitor. It is a safety reason as some charge up and can kill.
