Id say that a zebra is white because its stripes end towards the belly and the belly is mostly white.
Im sure others would say that a zebra is black because if you shaved all the fur off a zebra the skin is mostly black. So it really depends on how you want to look at it
A thing I do know is that tigers not only have stripped fur but also stripped skin.. now there ya go! :)

I don't know how many times this question has been asked, not being rude, just saying....anyway, have u watched Madagascar before? The zebra there counted its stripes and got 30 white and 31 black, so in conclusion, it was black with white stripes lol.

They have black skin, which presumably helps protect them against the sun in the tropical regions in which they live. The white stripes are regions in which only the hairs are white, so technically they are black with white stripes.
