What about Sadako by Eleanor Coerr and illustrated by Ed Young. It is a picture book about the effects of dropping the atomic bomb. It is an adaption of a longer book, Sadako and the Thousand Paper Cranes.

And perhaps Faithful Elephants: A True Story of Animals, People, and War by Yukio Tsuchiya and illustrated by Ted Lewin. Although it's met with harsh criticism from reviewers for being too manipulative, it has fans on Amazon in customer reviews. I've never read it personally. However, I would recommend that you read the book yourself before reading it aloud to children to make sure it is appropriate.

I doubt you'll find any. Not a subject generally suited for children. Perhaps some old Japanese children's books from that period have been translated, that might be your best bet.
