I have a hard drive case with a usb cable, and I just installed a hard drive. How do I set it up so windows will see it? It's not advised that I use Fdisk in windows, and I don't think the bios will see it.

Sorry my friend, we need to know your operating system to help here.

XP for example whould find it without drivers or hassle
98se will find it but will almost certainly need a driver
98 may or may not find it but probably won't work
95 does not so much have USB ports as "slots the same size"

Linux / Apple : Need info from other folks.

External hard drive is just like any other periphery (printer, camera, flash drive) that uses USB port. Once you plug it in for the first time, the Windows will recognize the drive and prompt to install software if any. Once that is done, you can change HD settings via Control Panel - Administrative Tools - Disk Management.
