The oldest working parliament in the world is in the Isle of Man, where the Scandinavians ruled for almost 500 years. The Tynwald, established in the 9th century AD, claims to be the world’s oldest continuous parliament.

Britian or Denmark, I think.
I'm fairly sure it's NOT Britian, however, as I recall seeing another answer here and it was an odd-ball country you would never have thought of, like Sweden or Finland.
