Hamsters are creatures of habit and usually go to the toilet in the same place in their cage.
I find the easiest way is to put a glass jar in the spot where they go to the toilet and they will go inside and use it if you put some of the wet bedding inside the jar.
Always lie the jar on its side so that can get in a and out easily.
You can easily clean the jar as often as you want.
Do not leave the exercise ball inside the cage or he will use it as a toilet.
Don't leave him inside an exercise ball for more than 10 minutes or he will wet it.
When you pick him up he is marking you with his urine to identify where he has been.

lemme think....um...........okay.. i think i got i. now i dont have a hamster, but im good at training birds, cats, lizards, dogs, and horses...ive trained a bird to use the toilet (but he never flushed) and a cat, but i dont need to train dogs cuz no 1 asked me to.anyway......this is what u do...okay if ur using a tray in the box that he has to use, put litter in the tray and let him be using that for about a week (he has to poop in a week) aand dont give them the excersise wheel unless ur watching. this will take some supervision. and by about the end of the week they should be used to the litter and so make the tray a little smaller. they should be using the litter 2 go 2 da bathroom because theyre used to it. the litter inside tray and the stuff in normal cages should be different so that they can feel it and will only be accustomed 2 using da bathroom in the litter. then do that for about 4 days. then make it smaller and smaller until u have it the size u want it to be and they'll go 2 da bathroom in there. if they make a mistake go back to the last step that they accomplished and make it that size for a bit longer.
the whole key is to get them accustomed to using the litter even though the tray is smaller than the floor of the cage. that way they'll be more comfortable using the litter becuase they know it quite well. remember
(*make sure the litter in the tray and the whatever that u put on the floor cage is different material so they can feel the different texture and will only be comfortable using the litter*)

Well, sorry to burst your bubble, but toilets work for everyone. The scent that the litter gives off attracts them to pee and poop there. I potty trained successfully 4 hamsters and all I had to do was put the toilet in there and they know what to do. Also, I noticed you mentioned washing something with soap, if you're going to use soap make sure its not too strong and that you was ALL the suds off, your hamster has a very sensitive nose.

clean their cage and keep a little bit of their soiled bedding. buy a litter tray and litter and mix the soiled bedding with the litter. everytime you clean their cage put a smaller amount of soiled bedding in the litter tray. keep doing his until they don`t need the soiled bedding anymore. and voila!
