Two months, the eyes of the baby will follow moving figures, 4 months-more steady stare, 6 months will be able to recognize parents and people.

newborns will try to look in the direction of familiar voices, such as Mommy, being wobbly, this is sometimes a little tough, also babies have very bad vision at birth and can only see in black and white, but most do seem interested in black and white patterns about a foot and a half above them (such as a mobile)
When I first held my son, and he looked into my eyes, I knew that he understood I was his Mommy and food was just under the gown
When I got him home, he was completely mesmerized by the 40W bulb in my ceiling fan above my bed

baby recognises the images she/he is looking at, only from 3rd month to 5th month of her/his age. but they very well recognise the touch and smell of their mother right from 2nd day. So keep your baby as close as you can until 9 months of his/her age.
the body contact between the mother and the child develops the best bonding ever.

As soon as she or he opens the eyes.

It may or may not register for a while depending on, if it caught the interest or was of interest to the baby, interest is very individual, thing.
