You will need a full licence for the category that you will be riding/driving and maybe an international driving permit depending on the agreement that we have with Hawaii. Any hire company will not hire out a vehicle if the hirer only has a provisional licence,as they would not be able to insure them. Also there may be an age restriction to the hire terms.

Yes, you will need at least a provisional license to drive a moped, I dont think these licenses permit you to drive on the highway though
