I am having pain in my urethra, not when I urinate and no other symptoms, could this be an STD?

It could be or it could be a urinary tract infection. Only way to find out is to see your doctor.

Seems like urinary tract infection. Drink lot of water and if pain persist see a doctor. he/She will put you on antibiotic course for few days.
