There are HUGE differences if you're talking about a painting like the Mona Lisa and animation done by Disney or the Japanese.

It has more to do with style and format.

One is NOT necessarily better than the other. They are just different.

I won't consider comparing them in the 'better' part since they both have their own uniquness and coolness..

Anime are from Japan.. Mostly they create in as being cute, cool, pretty and are full of colors and cool shading effect.. ANother thing, Japan's anime have lots of those goofy, cute, funny faces we often see in animes which we call as chibis..

On the other hand, cartoons are more concentrated on either cuteness or seriousness.. When we say cuteness, they make cars talk, make real cute shildren and all.. As much as possible, they wanted their creations to be as close as the real thing possible.. On anime, they really are more on the imagination side..

anime is only an art "style" to express artistic ideas in.

that boxy bs that picasso pulled was an art style
monét had his own art style.

what is better to use is HIGHLY dependent on the artist.
the anime style isn't exactly understood as well in america as it is in Japan.
