You hit it with the dumb part, that plays a big part in it.
But it also shows he has a very low self esteem because he feels he has to be a fool and act tough in order to fit in or be an equal.
The ones of us that are confident in ourselves knows this isn't true.
You just keep looking up and forward and be thankful your not him.

Probably because he has been made that way by his surroundings. Somebody, probably his family, has emotionally mistreated him until he has just calloused over.
A person can just go so long hearing that he is stupid and dumb, and ugly. Then maybe he wasn't given the basic things people need when they are young-like love and attention and regular meals and clean clothes and a warm bed, etc.
Everything may be lovely for you but there are so many kids today who are mistreated emotionally as well as physically. It is a crime.
It isn't necessarily 'poor' people who do it. There are plenty of people with lots of money who do it as well. It is just "NO NURTURING."

he's insensitive because he's immature and ignorant. Just think of it as a learning experience of knowing exactly what you don't want in a guy. Be thankful he's not related to you. Look at him, pity him and think "There but for the grace of God, go I".

maybe he's never been taught sensitivity? Maybe the family he's grown up with frown upon men being emotional and sensitive? How do you know that what you see within school is what he's all about? Maybe there's another side to him that he keeps well hidden, or that hasn't been encouraged to develop yet?
Also if he's around his peers then there is the social aspect to consider, guys think it's sissy to display feelings or show concern, maybe he's conforming to fit in?
Just wanted to add another dimension to your question

Sensitivity and nurturing are ordinarily found to a greater degree in the makeup of a woman than that of a man.

Men/boys are insensitive because they are told from birth to "toughen up", "take it like a man", and "don't be a baby/sissy"!
