or actually, they're not busy as accountants or warehouse managers, or developers,
they're just make regular tasks everyday, without even thinking,

Ideally, a talented and adequately funded network admin should be able to set up the network so it works smoothly, and they have time to worry about security. Ideally, there's a real live network admin, or an automated system watching network traffic, looking for problems like hackers and other problems, so they can be caught before they do you any damage.

Realistically, your network admin isn't just a network admin, they tend to also have to deal with basic IT jobs, like teaching the secretary how to get that document to email properly. These are often time consuming, and the more helpful and friendly your IT people are, the more your users will call them for help. This can easily suck up all of their time, which is one of the reasons why many IT people get a little aloof.

A database admin has a fairly different job. You might call it harder, but really it's more for people that are happy to spend a lot of time programming and testing. A database admin may be quite friendly when they can spend the time talking to users. A company won't bother buying or building a database unless it's really needed, and typically, users have some needs that haven't been met yet. They talk to us occasionally to find out what features we've been really wanting, and which needs to come first.

My database people, for instance, have just spent a lot of time figuring how to do a case insensitive search, without slowing down a massive database. It worked quite well at first, but now, we're having problems again, and they'll probably be talking to their tester here a couple of times a day till it's reliable again. As soon as that's done, they'll probably put aside feature requests to work on compatibility with Internet Explorer 7.

It varies- there's a lot of overlap between the jobs. For one company, a network administrator may be responsible for maintaining an internal database. At another, they may be different departments, with the network admins strictly dealing with hardware and network infrastructure issues while the database admin gets programming tasks.

Developers probably have more actual free time, since they have to spend time analyzing code and thinking of approaches to solve problems. Network administrators spend a lot of time reading and researching solutions, but they get stuck with a lot of time-intensive tasks like handling system backups and upgrades, user administration, firewall administration (there are always people who want access to something) and fixing systems which don't work properly. And much of their time is spent listening to people bug them about when their laptop will be fixed, when the mail server will be back up, etc. etc.
