If you are doing it for fun only, it's very possible. If you're doing it for profit, it would take quite a bit more work but it's still possible - you would need to seek advertisers and subscribers.
My friends and I in high school published our own monthly "zine" which had a distribution of about 200 around the country(U.S.). This was before the internet was popular. So it was a mail order venture, and we were pleased.
You do have to have time and if you want to make several copies of a physical magazine you must have the money. We charged $1 for our zine to cover copying and mailing costs. (This was the early '90s) We didn't make any money, but we didn't lose any either. It was for the pure love of it.
There are other online self-publishing options as well. Publish On Demand or POD publishers like http://www.lulu.com allow you to publish for free and only print when one is ordered.
I think it's something worth researching further if you have the enthusiasm, talent and drive.

Realistically, no. You'd need LOTS of money. And I mean millions. Think of all the magazines that have started and failed within a few issues. At 15 years old, I doubt you could come up with enough (what we call in the business, "Copy") or stories, to put out enough material for people to actually want to read.
You could however make your own magazine on your computer, print it out and share it with your friends for fun. But realistically starting your own company and magazine is probably not going to happen at 15, unless your parents are millionaires.

I guess you need he help of someone older than you to do so, try asking your mum or dad, if they know any publisher.
also you have to be very sure about what you want, because making a magazine it's not something that will last a moth and if you get bored you move on, you have to be serious about this and have a lot of ideas.

IM not exactly sure.. I can tell you that you need to be at least 18 years old to sign contracts so the answer is most likely no. however if your parents are willing to back you, they could sign the legal stuff and you could run the magazine yourself under them until you are of age.
