During prohibition the term "dry" was used to say no alcohol, and that's the best I can think of. Unless anyone knows of a better term....

The correct name is a "Standalone" computer.

"Internet Access" is basically the same as being connected to a network of other computers.

So you have "Networked" computers which are connected to other computers over a network and "Standalone" computers which are not connected to anything else over a network.

Just because a computer is not connected to a network does not mean that it is useless though.

Often, standalone computers are very powerful and performing tasks with very sensitive data. To avoid any possible compromising of data, the computer is disconnected from all networks to prevent anybody accessing it over a network (hacking in).

That way, only people who can physically access the computer can see the data on it.
