I'm blond, fair and have large blue eyes. I'm not good at putting it on so I need something that is easy to work with. I also have unsteady hands. Do I put it on right underneath my eye or on the little line on the bottom of my eye? Should I put it on top and bottom? I don't mind paying alot if it's really good.

Ok first of all buy a soft Kohl eyeliner they are the best.
Second if you have large blue eyes you can get away with putting the liner on the inside (little line) of your lid, (this will make them look smaller). To do this put the eyeliner in the corner of your eye and close your eyelid and then gently run it along the lid (dont push back or you will poke yourself in the eye), do this a couple of times and it saves you doing first the top and then the bottom.

To make your eyes look larger and sort of smokey put it on your top lid on the inside and then gently line the bottom under your eyelashes getting as close to the root as possible, then get an earbud and gently smudge it

I say stick with the regular pencil eyeliners because I hate liquid it always looks worse and if you have an unsteady hand it is even harder to put on.

Stay away from black eyeliners they make your eyes seem smaller. Besides with as fair as you are that would stick out like a sore thumb. I say stick with light browns or tans. As far as where to put it eye shape plays a role. I suggest experimenting with different ways and see which way you like the best.

Harder powder-based eye pencil draws a clean and precise line and is easy to apply. It is available in dark matte shades.
Hold the brush or pencil as you would hold a pen. Tilt your head back slightly and bring your eyes to a half-open state. This creates a good angle for application, while allowing you to see what you're doing. Draw a line across the upper lid just above the lashes, from the inside corner to the outside corner of the eye.

I use the liquid eyeliner for my top lids and pencil liner for my lower lids...

but using liquid eyeliners require steady hands or you'll end up with a mess! I would have you lightly trace a line over your lids with the pencil liner...then when its straight and you like it..you can go over it again to make it darker. My trick is that if you want it to stay in place..take a lighter and melt the liner for a second or two...let it cool off a few seconds and draw over the lid.

I used to have that problem where my eyeliner used to melt off..until i learned the lighter trick from my co-worker!

Black or brown gel eyeliners. Use a good flat-tip brush.

Gel eyeliners from MAC are best. For brushes, check the ones by Smashbox or Shu Uemura.

If you've got puffy undereyes, i suggest you put liner only on the top lids.

Go with brown liner (black is too overwhelming for your coloring, unless you want to look Goth). I use liquid liner and correct mistakes with a damp q-tip. Do not line inside your eye as that can cause an infection. Line on the lash line only.
