No. Rummy and Cheney and other like minded people are the real power behind the current administration. Bush is basically a puppet. I thing Rumsfeld may no longer be Sec. of Defense, but I am not sure he is completely out of the picture, yet. Time will tell...
The president talked like he wanted to become more bipartisan, but he also seems to be supporting the same line of thinking. Bush need to take a real good reality check!

By definition, a scapegoat is one who did nothing significantly wrong but gets the blame for a person or group's failures. Rumsfeld, by practically all accounts, was a major contributor to most of this Administration's failures, or at least those of a military or diplomatic nature. While he doesn't deserve all the blame (the proverbial buck always stops at the top), he can hardly be portrayed as an innocent victim of anything.

Maybe to a very small degree, but Rumsfeld is just one of the many cancerous cells that comprise the tumor know as BUSHCO. Think of our victory and "dumping" of Rumsfeld as chemotherapy, good riddance.
