i wrote something and i want the letters to be in red white and blue.
is that possible? i mean the white? i don't have colored paper though

you might try highlighting (coloring the background say green) of the text you want to make red, white, & blue. that way when you make the font color white, it will show up against the background color.

Have a look through Microsoft's templates, you might find something here for your background which will enable you to use awhite typing (or maybe white with a border). http://office.microsoft.com/en-us/templates/default.aspx

try to use Word Art in Microsoft Word.
