You'll need the Sims2 or Holiday edition to run the sims2 pets since its an expansion pack for prices:

Holiday edition: $40
Other holiday packs: $20
Family Fun: $20
Glamour Life: $20

To play The Sims 2 Pets for PC you need to have installed one of the following:
The Sims 2 CD-ROM
The Sims 2 DVD
The Sims 2 Holiday Edition (not stuff pack the stuff pack is for those with The Sims 2 already installed but wanted to add on the holiday downloads)

As with Pets to play any of the expansion or stuff packs you must first download The Sims 2. It is the base game. If you get The Sims 2 Holiday Edition do not buy the Happy Holiday Stuff Pack because it is include however the Happy Holiday Mini Pack is a different stuff pack.

I don't know the Pricing on the expansions or stuff packs but I paid between $19 to $30 depending on whether or not it was a stuff pack or expansion. Expansions are more because it adds to your game play. Stuff just adds more clothing and objects.

I believe the base game is somewhere around $40
