I've been a Washingtonian before, myself.
You love the transit system? That makes one of you. ;) I found it to be convenient, but notorosouly delayed, crowded with rude folks, and smelly. In the summer it's like hates down there. People say Tokyo subway stations are bad, but I prefer Tokyo trains anyday. They're on time, clean, semi-crowded, but people don't often push for the sake of being a jerk. Anyway, glad to hear from another DC'ite.
DC's a cool city though. There's plenty to do and it's where history happens.
Where would I want to live? Tokyo. If not Tokyo, then Reykjavik. If not there, then Brussels.

I would like Auckland , New Zealand.
Seems to be a lovely place, nice neighbourhood, good weather and fresh air.
