If that's what YOU want, go ahead. But don't do anything permanent to your body simply because some guy wants you to. Your bf could be gone tomorrow and you are "stuck" with whatever you've done.
And by the way, 40 years from now (and 30 pounds heavier) that tattoo is not going to be attractive in the least!

You should forget both your friend's and your boyfriend's opinions here. This is your body, and you are the only one that has to live with a tattoo on it. Any of them may not be around a few years from now, so you shouldn't let them influence what you do with your body.
Just make sure you consider all of the pros and cons of tattoos in general, and the lower back area specifically.
Pros:
A tattoo can be an expression of you, and something that is meaningful.
It can be a decoration to highlight an area you love.
The lower back has come to represent sexual attractiveness.
The area has plenty of room for a larger design.
It's easy to hide when you are at work, or someplace else, where tattoos are discouraged.
The lower back tattoo is less likely to distort through weight gain than another area.
Cons:
The lower back tattoo has developed a bad conotation. Slang terms like "tramp stamp" or "hag tag" specifically refer to a lower back tattoo, and the woman usually gets seen as being easy. For an quick media reference to this, watch "Wedding Crashers" where Vince Vaughn says about a girl with a lower back tattoo, "...might as well be a bulls-eye."
There is a wide debate about whether a woman with a lower back tattoo can have an epidural. Some anesthesiologists will give one, and others won't.
In several years, you probably won't be wearing low rise tight jeans, so showing it off might be something you can only do at home.
The lower back is not an area that you can see for yourself, so you wouldn't get the pleasure of seeing it for yourself.
The pain and expense aside, you have to consider if this is something you really want. You can't get rid of it once it's there without more pain and the even higher expense of laser surgery. You are pretty much stuck with it for life, so think about if this is something you will still want on your body when you are 40 or 50 and no longer look like one sexy chick.
If you really want one, then go for it. It's your body, and you are the only one who has to be happy. Ignore any comments about being "loose and easy" from your friends. Enjoy the freedom to do what you want to your body, and forget the rest of the world.

I hope you take a second look at getting a tattoo on your lower back. Do you realize that if you should decide to have a baby later in your life you would be unable to have an epidural??...
It is very important that there is no tatoo as some of the ink in the tatoo could get into your spinal column if the tatoo is in the wrong place!!.... Your b/f will not be the one with labour pains so think long and hard about what you are going to do...

I have a tattoo on my lower back. I got it there on purpose so that it could only be seen when I want it to be. I work in a corporate office and I don't think tattoos portray the image I want, so when I am working I make sure I wear pants high enough and shirts long enough to cover the tattoo. No one knows I have it.
When I am on my own time and wearing jeans I show it off. My husband loves it and I love when he kisses it. I say go for it. If you are ever in a place where you don't want it seen the great thing about the back is you don't have to work hard to hide it.

Remember that this lower back tattoo will be with you for the rest of your life; your boyfriend may not. Do what you feel comfortable with.

I've heard someone call those kinds of tattoos a "tramp stamp". I don't think it's the best place to get a tattoo, but you should do what you want.

If you must , get a tatoo that is removable. The only one I tolerate is U.S.M.C.
