Water is supplied through the city.....they have pump stations and water towers that store the water before the water travels through underground pipes to your home......the water goes to your tank to heat......in the water heater is what is called a dip tube....it is on the cold water side.....the dip tube goes from the top of the heater all the way down to close to the bottom. The purpose is to allow the cold water coming into the tank to be at the bottom....since heat rises all the hot water is at the top of the tank.....without the dip tube then cold water would come in and go right back out when using a faucet...

The water is under pressure because of a pump at the water company.
