The Congress of the United States has two chambers:
Senate: 100 members. (Two per state).
House of Representatives.: 435 members (Members apportioned by state population.)

The Senate is thus one-half of the Congress.

Once upon a time a group of patriots formed a new nation; America. These founding fathers came from states of varying sizes with many variables in population and potential for growth. They had just shaken off a Parliamentary Monarchy and though they had a lot of love for their British heritage, mostly, they felt it was time to eject the Monarchy in favor of an elective President who would make executive decisions in partnership with a Senate and a House of Representatives. That word, Representatives is your main key, the population of a state would determine how many Reps they would send to Congress. Thus the people were told to be fruitful and to multiply. The Senate was originally conceived of as a place where distinguished citizens, 'men' whose public service & acknowledged wisdom merited sending them to Congress. Two Senators per state originally selected by their State Legislators, most often selected by the power or faction holding the state house and/or governorship.

Aside from the different numbers in each chamber, senators serve 6 year terms and representatives serve just two. Senators have to confirm presidential appointments like judges, ambassadors and cabinet members, and approve treaties. The lower house has none of these responsibilities. And until about 90 years ago senators were elected by state assemblies, not the people.
