Does anyone remember this music video from the 80's????

Question

Ok, This has been killing me for so long... I need to know the name of this video, the singer, anything! It says something like"If you don't pay the talisman, you can't get to the other side..." I know he is on a boat standing up wearing a cape of some sort? It is a dark video... like it is night time... That is all I can remember so thanks for any help!
