Im in Tokyo in holiday, and as I was walking around Akihabara I noticed some of the famous maids in the street. I asked politely if I could take a photo just as a curious touristy photo, but they politely refused.

Are they allowed to have their photos taken? Is it worth asking any others should I run into them?

Oh yeah.. they do. I think you didn't knock the right door.

You should ask for pose from a Maid who distributes the marketing flyer after you accepting it. I have taken many photos of these girls. Even they have accepted to pose along with me and my friends individual and group.

If you wanna take pictures of special maids in the street, why don't you go to Harajuku, where you can see many gothic lolitas dressed up and parade themselves..
They may allow you to take a picture of them if you ask politely.
There are also many street performers for you to take photos too.

Definitely go to Harajuku over the weekends. If you go out of the main exit, there are lots of people that are dressed up like goths and maids who like to have their picture taken.

If you go to the maid cafes, I saw somewhere that you pay to have your picture taken with the maids.

You just happened to ask a shy one. Like the others say, the cos-play kids in Harajuku are there to get attention, so that's the place to go to take their pictures.

I agree with Wyn.
Go to Harajuku on a weekend.
Most of them are there because of the attention they get.
So ask away.
I'm sure among all the Goths there's at least one maid there.

Many Japanese women are shy..gotta find the ones who don't mind. Keep asking around, eventually one will accept. If not, take a candid picture.
