If you want to meet many other tourists then go to Sunny Beach, Golden Sands or maybe Nesebar. I would recommend Sozopol. It's about 25 miles south of Burgas, has a fine 'old' town, and some great sandy beaches to the south. Another plus is the fact that the majority of the tourists are actually Bulgarians.

sunny beach is ok but it is a purpose built resort.
about 10 minutes up the road is a nice little fishing village called nezebar i think.

Varna is supposed to be lovely - I think it was more up-market in the past though

Primorsko is also very beautiful,but it is not very famous for foreigner tourists
