you can insert a jpeg into an html page - but as html is only instructions on placement etc, you dont convert it - just use html to tell it what, where and how big you want it to be

A JPEG cannot be "converted" to html. You can use HTML to DISPLAY a picture instead (regardless of its format)
Place the image source (path inside the double quotes). When uploading the page online, make sure you use a relative path (just place the name of the folder in which your image is found, preceeded by a slash)
ex src="/Images/MyPicture.jpg" << In this example there is a folder called Images lying in the same directory as the Page which contains the picture you wish to display. Your JPEG Images is inside the Images folder. If the JPEG images is in the same folder as your page, simply set the src to "MyPicture.jpg"
Save your file in any text editor with an html extension and your html page is ready

You can insert an jpg image in an html page using any html editor like front page, dreamweaver etc. There is no such thing as converting jpg to html.
