Yeah. I can't imagine it being illegal, I mean, pepper spray isn't all that harmful. At least, the kind I've been exposed to.
(I have my own and thought the canister was empty so I was playing with it and managed to spray myself in the face. Awesome.)

Yeah, I live in South Africa and most people I know either have pepper spray, a gun or some other sort of defense item. It is not illegal here to have any of these items except a gun which is not licensed.
