Personal management deals with welfare of existing employee's welfare.H R management deals with SELECTION AND RECRUITMENT HUMAN RESOURCES and fitting them as per qualification and fitting in organization structure.

"personal management" is the management of yourself(personal) I think you may have made a mistake and meant personel. HR Management is the hiring and firing. Personel management is management of the already existing employees
