Yes it started during the war to save energy, the government decided that it wasnt plausable to ask everybody to get up an hour earlier. so they decided to put the clocks back so the dayllight could be used. Its a practice that still goes on today so that children can come home from school during daylight.

However that being the case the fact is that the calender is actually wrong. We live under the Gregorian calender that was forced in by Pope Gregory that created a 365 day yearly cycle, when in fact a circle only has 360 degrees, this being the case we are out of syncronisation by 5 days every year or 50 days every decade, does this explain to you why the scientists say oh the seasons arnt the same as they were 10 years ago!
