It depends on what you want to accomplish. A regular razor like the Mach 3 is going to give a super close, smooth shave. Electric razors do not cut as close.

If you have a problem with ingrown hairs you will probably prefer the electric razor. It does not cut as close as a regular razor, so the hairs are much less likely to drop below the skin and become ingrown.

Not as well as even cheap disposable wet razors. As a teenager I used Philishaves, but once I tried a wet shave I never went back to them.
