of course it is. you'll spend your whole life liking people who don't like you, and being liked by people you never gave a second thought to... it's not within your control, so don't stress out about it.
if you want this person to like you back, you can be nice to them, but don't take it personally if they don't feel the same. it happens all the time.

It's normal it's what you call rejection and everyone is going to be rejected in there life time. If someone does not like you then move on. It's not worth waisting your time trying for them to like you.
