Trying to keep it simple:
Our memories may not be exact, but a memory, say of an experience from the distant past may be a reconstruction, the person reinvents it to some extent.
Perception is coloured by experience. If scared by a bunny rabbit, if confronted by several or even one, a harmless bunny may be percieved as harmful or completely dangerous.
So we humans are constantly comparing memories and currently experienced or wittnessed things against the things we have experienced. It may have been the bunny only tickled you with its ears, but you see it like others may fear a lion, though for different reasons. Fear of a lion is rational, fear of the bunny isn't.

Wit out memory perception is not possible.It is just like software or primary data in a computer.When ever a new event is seen ,brain checks with memory and then it gets the perception.

Perception is abstract and can be any shade of any colour that you want it to be and therefore, can be either constructive or destructive depending on the way that you see it

You must have also heard the saying 'for something to have a action, it has to have an equal + opposite reaction'.
